Quick answer
Short answer
A damaged passport must generally be replaced in person with a statement describing the damage, the damaged passport itself, citizenship evidence, a new photo, and applicable government fees.
Bring the damaged passport
Do not discard it. It is part of the record, and its condition is what establishes why you are applying in person.
Assemble originals
Because this is not a mail renewal, you are effectively rebuilding a full application package.
- Damaged passport
- Statement explaining the damage
- Certified citizenship evidence if required
- Valid photo ID and a new compliant photo
